The Fact-Finding Mission (FFM) affiliated with the Organization for the Prohibition of Chemical Weapons (OPCW) issued its second report on September 10, 2014, which outlines the “Key Findings” of their visit to Syria.
The Mission visited Syria in May 2014 with the aim of verifying the use of chemical substances, specifically “chlorine,” for hostile purposes in Syria.
The report clarified that the Mission met with witnesses from the villages of Tell Mannas, Al-Tamana’a, and Kafr Zita in a secure location outside Syria, as they were unable to conduct some activities within Syria due to an attack on their convoy while heading to Kafr Zita on May 27 to collect samples and complete their work.
The Mission’s report, No. (S/1212/2014) mentioned arrangements for interviews with 37 eyewitnesses “from various segments of society,” in addition to documents, information, and medical reports they obtained.
The report noted the consistency of the testimonies provided by the witnesses with previous reports, including the videos obtained by the Mission.
The report concluded that all the above “constitutes compelling confirmation” of the systematic and repeated use of a toxic chemical substance as a weapon in Syria, with “chlorine” being the relevant toxic substance.
